Service | Published: March 3 2016 12:00 am Finance minister Arun Jaitley Related News Last March a few days after Finance Minister Arun Jaitley presented his first full budget and also later in 2015 one of the narratives that played out was the potential conflict between the government and the RBI triggered by the proposals to shift regulation of the domestic government bond market and debt management away from the central bank and form a monetary policy committee or MPC Cut to Budget 2016 One of the most striking things is the perceptible convergence of views of the RBI and the government — reflected best in the decision to stick to the path of fiscal consolidation and not indulge in adventurism In the run-up to the budget RBI Governor Raghuram Rajan had cautioned the government not to deviate from the roadmap for fiscal consolidation and warned about the potential loss of credibility The government has been mindful about this acknowledging the negative fallout of higher government borrowing on private investments and has restricted its borrowings in 2016-17 to Rs 42 lakh crore The markets have welcomed this Since Friday (before the budget was presented) the Sensex has climbed 1089 points or 47 per cent in anticipation of interest rate cuts by the RBI Ten-year government bond yields have fallen from 79 to 76 per cent This coupled with an agreement on the composition of the MPC and the RBI’s decision to ease rules on capital requirements for banks clearly shows that India’s central bank and government are acting in concert — a huge positive both from the point of view of investors and the market and also from an institutional and policy-credibility perspective Speculation has now been rife about a rate cut Last September Rajan surprised the market with a 50-basis point cut in interest rates Since then there have been few signs of a pick-up in global growth; exports have contracted for the 14th consecutive month while domestic capacity utilisation is still relatively low Headline inflation has also been under control It is possible that the RBI may like to weigh the prospects of the monsoon this year and also the fact that despite cutting rates by 125 basis points last year banks have been diffident when it comes to passing on the benefits to borrowers citing the need to set aside capital for the bad loans on their books With growth estimates for FY17 at 7 per cent or a little higher and to stoke demand in the domestic market there could be a persuasive case for a deeper cut than the baby-step approach of 25-basis point rate reductions That could be the trigger for the much-needed private investments and a rebound in growth For all the latest Opinion News download Indian Express App More Related NewsWritten by Anuj Snapchat is facing criticism after a former employee of the social messaging company alleged that CEO Evan Spiegel once said India was “too poor” for the social network to expand its global base The statement was apparently made in 2015 but has come into light thanks to Anthony Pompliano who has sued Snapchat for having inflated numbers about user data to investors Pompliano’s lawsuit against the company was made public a few days ago Obviously Spiegel’s remarks on calling India “too poor” has enraged millions of Indians most of whom have never used the app And ever since the news broke of Snapchat disrespecting India users have started to delete the app #UninstallSnapchat and #BoycottSnapchat are currently trending on Twitter Also read:Instagram Stories now has 200 million daily active teens made the app one of the most vibrant social media platforms Snapchat soared in popularity after it created self-deleting pictures Essentially the app lets you quickly send disappearing messages photos and videos – either directly to friends or to everyone who follows your Snapchat account Snapchat has also introduced a Stories feature which the company introduced in 2013 The concepts have been so popular that rival Facebook has adopted it across its platforms since The app’s growth is fueled by its innovative features and its popularity among the urban youth While there is no clarity on the exact user base of Snapchat in India some believe the app has 4 million users here as of last year This is a small number which means it is nowhere no close to Instagram Twitter or Facebook in terms of popularity Although the app is free to download Snapchat hasn’t been a success if we go by the unverified numbers Which also means users in India don’t care much about Snapchat Neither do smartphone makers So while Facebook Instagram and Twitter come pre-bundled on most smartphones Snapchat never is Snapchat’s popularity in India is limited to some Bollywood actors and celebrities trying to tap into its mostly urban teen user base Given that Facebook and WhatsApp both now have the features which makes Snapchat what it is it will be tough for this company to get Indian users to adopt it in favour of the others Also Snapchat is not a platform everyone can understand and this learning element is a big hurdle for most new users If it was purely about how Snapchat is for the elite then Speigel clearly does not understand that the Indian middle class is bigger than the population of the US His ignorance of the demography could actually be making the company overlook a huge business opportunity But then at the end of the day Snapchat has nothing to offer the Indian user and it is not the other way round For all the latest Technology News download Indian Express App IE irrigation projects across the state the government’s biggest challenge could be to raise Rs 6147116 crore in a time-bound manner sources said So far the total amount spent by the state on incomplete projects is Rs 4980464 crore The list includes 57 irrigation projects which started more than 30 years ago and are still incomplete There are 81 projects that are lying unfinished for more than 20 years 69 projects are over 15 years old 51 projects started 10 years and 11 are incomplete for five years Currently the revised cost of all the projects is Rs 11127564 crore For 339 projects the cost overrun was more than five times amounting to Rs 6793187 crore from its original cost of Rs 1237601 crore A source in the Ministry of Water Resources told The Indian Express: “Apart from Centre-state budget allocations the finance ministry is working on raising the funds through market bonds and debentures” The source added: “In the last two budgets we received Rs 16000 crore for irrigation projects An average annual budget of Rs 8000 would provide us Rs 40000 crore between 2014-15 and 2019-20 The funds allocated through NABARD and Central assistance at this moment is Rs 16600 crore Which makes the total Rs 56600 crore” Apart from this the state government has sent a proposal to the Union finance ministry seeking Rs 10700 crore assistance for irrigation projects in 14 drought prone districts where the number of farmer suicides are maximum Union Water Resources Minister Uma Bharati has taken the state proposal to the Centre arguing it should be considered in the wake of drought in 14 distressed districts of Maharashtra Indicating that there has been a paradigm shift in irrigation policy after the Devendra Fadnavis government took charge in 2014 a senior officer said: “ We have put a ban on new projects During the previous government every year before the budget new projects driven by political considerations and pressure from local elected members would be sanctioned This lead to thin spreading of available resources and violation of guidelines that lead to incomplete work and major cost overrun” An official note from the water resources department said that 77 projects had been completed in the past two-and-a-half years and the next target is to complete 75 ongoing projects by 2017-18 Sources said priority had been given to 225 projects and considering geographical and agricultural requirements of the areas to enhance the irrigation potential the time line is five years However projects that are in the initial stages or where less than 10 per cent work has been done would not be included in the list of 75 projects According to the department note apart from the financial tie-up administrative reforms included reallocation of work
